Direct and potential use cases of the digital wallet
Every citizen in possession of an ID card issued after September 1, 2021 and equipped with a citizen certificate may enable an electronic identification token based on their national core identity in a free digital wallet on their smartphone and carry out strong electronic identification on a mobile device at the highest possible Level of Assurance (LoA – High).

- You can collect all your official matters into the suomi.fi portal and easily manage them on your mobile device.
You will no longer require a PC, a separate card reader, and the related software. - Unlike a mobile certificate or a bank identifier, the electronic identification token of the hightrust.id digital wallet does not require you to be the customer of any commercial operator. The identification token is valid for the validity period of the issued ID card or foreigner’s identity card.
- Holders of a police-issued foreigner’s identity card are also able to acquire an electronic identification token for the free digital wallet on their smartphone.
- Therefore, minors and others who are unable to open a bank account can get the hightrust.id electronic identification token and a digital wallet. This enables all Finnish citizens and all foreigners legally residing in the country to easily use electronic services with the digital wallet on their mobile device and the electronic identification token in it.
A service performing an integration applicable to the desired feature with the hightrust.id service would enable, e.g., the following:
- The hightrust.id digital wallet already includes the capability for Qualified Electronic Signatures (QES) that are legally binding and irrefutable within the EU and that have the same legal effect as a handwritten signature. This would enable you, for example, to acquire a property on a mobile device (https://www.maanmittauslaitos.fi/en).
- The digital wallet provides a security advantage. With the digital wallet, a citizen could get all their personal digital documentation, certificates, and qualifications in their digital wallet.
The citizen could then share the certificates with third parties at their own discretion. When the certificates are managed and shared by the citizen themselves and not directly shared with third parties by the parties issuing the certificates, there are no data privacy issues. - The digital identity wallet enables various certificates to be used and presented digitally, such as sharing a certificate for a completed degree, an acquired professional qualification, or the right to drive.
- Strong electronic identification and a Qualified Electronic Signature would enable you to easily and legally identify yourself in government services via email.
